That means that Mr. Otten if he wants may be elected as the President of FMJD on GA 2017 same as the other candidates from national federations.
Now the Executive Council behaves as there were no resignation and arrogates to itself the function of GA.
This question is going far beyond the FMJD as Mr. Otten used his resignation for public accusations of his opponents, including Belarusian Draughts Federation and its member Anatoly Gantvarg.
This method of retirement and come back is a revelation for the civilized world. Those actions of several persons in the FMJD are demonstrating to the draughts community (united into the sport federation) that not only the norms of morality can be ignored, but also the generally accepted rules.
These people behave as if the FMJD is their own property. Numerous facts emphasize the atmosphere of absurdity and iniquity in the FMJD.
Belarusian Federation declares the following:
The election of the President of FMJD should take place during the General Assembly by vote of the national federations, not by letters of Mr. Teer.
KNDB can nominate Mr Otten for the President for the GA in 2017.
Other options are not complying to the Statutes and the Belarus Draughts Federation will not recognize them.

Это означало, что господин Оттен,если пожелает,то должен избираться Президентом ФМЖД на ГА 2017 также, как другие кандидаты от национальных федераций.
Теперь тот же Executive Council ведёт себя так,будто отставки не было и присваивают себе функции Г.А.
Вопрос выходит далеко за рамки ФМЖД.

Такой метод ухода в отставку и возвращения-это ноу-хау для цивилизованного мира. Подобные действия нескольких лиц в ФМЖД уже давно демонстрируют шашечному сообществу,объединившемуся в спортивную федерацию, что можно игнорировать не только нормы морали и поведения в обществе, но и общепринятые законы .
Эти лица ведут себя так, будто ФМЖД является их собственностью. Многочисленные факты подчёркивают атмосферу безумия и беззакония в ФМЖД.
Белорусская Федерация констатирует следующее:
Выборы Президента ФМЖД происходят на Генеральной Ассамблее голосованием национальных федераций,а не письмами господина Теера.
КНДБ может выдвинуть кандидатуру господина Оттена на ГА 2017.
Другие варианты Уставом не предусматриваются и Белорусская федерация их не признаёт.
