Чемпионаты мира 2017 среди мужчин и женщин
Учитывая то,что я публикуюсь на белорусском сайте ,то в первую очередь хочу поздравить Олю Федорович с завоеванием серебряной медали. Она единственная составила конкуренцию Зое Голубевой и сохраняла шансы на звание чемпионки мира до последнего тура.
К сожалению, формирование составов чемпионатов мира ,как никогда ,сопровождалось скандалами и протестами.
Как всегда,моя цель состоит в том,чтобы придать гласности действия руководства ФМЖД, которое продолжает жульничать при проведении самых значимых чемпионатов.
Пир жуликов и подлецов.
Из моей многолетней практики я не могу вспомнить даже приблизительно подобную вакханалию с правилами ,вернее с их нарушениями , подобного фаворитизма ,такого сознательного пренебрежения спортивными результатами и здравым смыслом со стороны руководства ФМЖД.
Начну с женского чемпионата мира.
Для этого я должен привести рейтинги 3х сильнейших игроков ,по иронии судьбы,опубликованные 1го октября 2017г в день начала чемпионата.
1.В.Мотричко 2236, 2-3 З.Голубева, М.Ноговицына 2228
Известно,что именно рейтинги отражают в большинстве случаев реальную силу активных игроков , а их динамика даёт возможность оценить совокупные результаты за последний период . Согласно динамике результаты В.Мотричко и М.Ноговицыной именно в 2017 году были значительно лучше,чем у других.
То,что 1е и 2е места в рейтинге не оказались в составе участников Чемпионата мира2017 говорит о том,что система квалификации Директора турниров Павлицкого абсолютно порочна и не способствует целям чемпионатов мира ,указанных в правилах. Об этом также красноречиво говорит тот факт ,что в чемпионате мира играли 2 участницы, которые ,по-видимому, впервые увидели шашки 100 и проиграли 22 партии из 30ти.
Но в данном случае дело далеко не только в системе.
Я уже писал ранее за 2 месяца до чемпионата о возникшей проблеме и предлагал пути её разрешения. Но события сами предоставили возможность безболезненно её решить.
Резервные места
По разным причинам образовалось 4 резервных места , которые могли решить проблему участия сильнейших игроков. Однако Я. Павлицкий готов был допустить кого угодно,но только не 2х сильнейших игроков- В.Мотричко и М.Ноговицыну. Сначала он давал места одним игрокам ,потом другим ,запутавшись в своих же правилах.
Дело в том, что Я. Павлицкий в нарушение правил ФМЖД единолично определяет состав. Но,так как он является также Президентом польской федерации,то без всякого зазрения совести убрал главных конкурентов Н.Садовска из Польши.
Тот факт,что руководитель одной из национальных федераций занимает один из важнейших руководящих постов в международной федерации,дающий возможность
решать судьбы игроков является нонсенсом. Особенно,если этот руководитель постоянно жульничает.
Когда Павлицкий без обсуждения ,незаконно включил 3го игрока из Латвии,которая вообще не играла в квалификационном чемпионате Европы ,а в рейтинге занимала 74е место, всем стало окончательно ясно, что его действия не соответствуют здравому смыслу и спортивным принципам.
Заявление 20ти гроссмейстеров.
Эти действия были настолько возмутительны,что впервые 20 международных гроссмейстеров обратились с Заявлением в фМЖД ,потребовав отдать это последнее место В.Мотричко с высшим текущим рейтингом в чемпионат мира. Это обращение приводится в конце. Я убрал фамилии 3х человек, которые просили не упоминать их в следующих публикациях.
Можно увидеть, что почти все имена под Заявлением принадлежат опытным,авторитетным гроссмейстерам ,которые этой акцией подтвердили ,что они независимы и не смирятся с очевидной дискриминацией игроков женщин.
В дальнейшем идею добавления М.Ноговициной и В.Мотричко в состав чемпионата мира публично поддержал А.Георгиев.
Я указывал на то,что правила Я.Павлицкого для ЧМ2017 противоречат правилам для всех чемпионатов мира,в которых логично резервные места отдаются игрокам с лучшими рейтингами. Игнорирование рейтингов для резервных мест возмутило также А.Георгиева.
Несмотря на то,что и опытный аудитор Йос Стоккел, и владеющий лучше всех вопросами регламентов и правил Александр Пресман указали Г.Оттену и Я.Павлицкому на нарушение ими правил, они всё равно не допустили В.Мотричко и М.Ноговицыну в чемпионат мира.
Протест заявила и Федерация шашек Украинвы.
То,что Федерация шашек России хранила молчание и не поддержала М.Ноговицыну , меня не удивило. Об этом позже.
Таким образом,пока В.Мотричко и М.Ноговицына в тяжелейшей борьбе пробивались на первые места в рейтинге ,играя успешно партии против сильнейших гроссмейстеров мужчин, упомянутые мной мужчины из руководства ФМЖД затеяли интриги против сильнейших игроков женщин. И делали это с присущим им набором хамства и оскорблений.
Об ответе Х.Оттена на Заявление нечего говорить. Его 40 лет не было в шашечном спорте и некомпетентность бросается в глаза. Создаётся впечатление,что он отвечает на письмо детей из детского сада.
Я.Павлицкий ,не отвечая по существу Заявления ,сослался на взаимодействие с Комитетом игроков.
Кого представляет Комитет игроков и чьи интересы он защищает?

Заявление
Нам стало известно, что китайская участница отказалась от участия в ЧМ 2017 . Вы включили на её место представительницу Латвии Z.Magone с рейтингом 2018-
74м местом среди женщин ,которая не играла в квалификационном чемпионате Европы. То,есть у неё нет абсолютно никаких спортивных оснований для допуска в ЧМ2017. Она и не претендовала на это место.
В то же время , Вы в очередной раз не допустили в ЧМ2017 Викторию Мотричко, которая имеет после турнира в Польше самый высокий текущий рейтинг 2238 и лучшие результаты в этом году
Ваши ссылки на правила, которые противоречивы и несправедливы, не могут быть решающими обстоятельствами, так как не соответствуют спортивным принципам . Случай с З.Магоне показывает, что эти правила не только игнорируют спортивные результаты ,но и лишены здравого смысла. В таком случае Вы обязаны были приостановить их.
Аннех 12 позволяет включить в резервный список игроков с высокими рейтингами.
(Также вы должны были приостановить формирование резервного листа ЧМ2017 среди мужчин вопреки здравому смыслу и принципам спорта)
Включением вместо В.Мотричко З.Магоне вы втягиваете игроков в конфликт,позорящий шашечный спорт. Чемпионаты мира проводятся для выявления сильнейшего игрока в мире, и это является их основной целью.
Мы настаиваем на включении в ЧМ2017 1го номера в текущем мировом рейтинге Викторию Мотричко.
Любые другие действия мы будем рассматривать ,как дискриминационные по отношению к В.Мотричко и ,соответственно, как нарушение Устава ФМЖД, запрещающее дискриминацию женщин.
Мы также обращаемся к организаторам ЧМ 2017, с просьбой сделать всё возможное, чтобы подобная дискриминация одного из сильнейших игроков мира не осуществилась.

2017 Men's and Women's World Championships
Given the fact that I am publishing on the Belarusian website, first of all I want to congratulate Olga Fedorovich on winning the silver medal. She was the only one who rivalled Zoya Golubeva and kept her chance for the world champion title until the last round.
Unfortunately, this time, the formation of the membership of the world championships, as never before, was accompanied by scandals and protests.
As always, my goal is to give publicity to the actions of the top management of the World Draughts Federation (FMJD), who continue cheating people during the most important championships.
Feast of crooks and scoundrels
From my many years of practice, I cannot remember another such bacchanalia with the rules, rather, with violations thereof, such as favouritism, such deliberate disregard for sportive results and common sense by the FMJD leadership.
Let me start with the Women's World Championship. To do this, I should start with the rating of three strongest players, which, ironically, was published on October 1, 2017, on the day of the start of the championship:
1. V. Motrichko – 2236 points, 2-3 Z. Golubeva and M. Nogovitsyna – 2228 points each.
It is known that in most cases ratings are reflecting the real strength of active players, and the dynamics thereof makes it possible to assess the aggregate results for the last period. According to the dynamics, the results of V. Motrichko and M. Nogovitsyna in 2017 were much better than those of other players.
The fact that the 1st and 2nd places in the rating were not among the participants of the 2017 World Championship indicates that the qualification system designed by J. Pawlicki, the Tournament Director of the FMJD, is absolutely vicious and fails to contribute to the goals of the world championships as specified in the regulations. This is also eloquently evidenced by the fact that the World Championship included two women-players who, apparently, saw the draughts-100 for the first time in life and lost 22 games out of 30. However, the point is not just the system.
I already wrote earlier, two months before the championship, about the arisen problem and suggested ways to solve it. However, the events themselves provided an opportunity to resolve it painlessly.
Reserve places
For various reasons, four reserve places formed, which could have solved the problem of participation of the strongest players. However, J. Pawlicki was ready to admit anyone, but not the two strongest players, namely, V. Motrichko and M. Nogovitsyna. First he gave places to some players, then – to others, having entangled in his own rules.
The point is that Mr Pawlicki, in violation of the regulations of the FMJD, defines the composition of players by his own, personally and individually. However, since he is also the President of the Polish Federation, he removed, without any hesitation, the main competitors of the Polish player N. Sadovska.
The very fact that the leader of one of national federations occupies one of the most important leadership positions in the international federation (FMJD), which gives him an opportunity to decide on players' fates, is nonsense; especially, if this leader is constantly cheating and swindling.
When J. Pawlicki illegally included, without any discussion, the 3rd Latvian player, who did not play at all in the European qualifying championship, and ranked 74th, into the World Championship, it became clear to everyone that his actions are against the common sense and sporting principles.
Statement of 20 grandmasters
These actions were so outrageous that for the first time 20 international grandmasters appealed to the FMJD, demanding to give this last place in the World Championship to V. Motrichko, who has the highest current rating. This Statement is attached hereto below. I removed the names of three persons, who asked not to mention them in the following publications.
It can be seen that almost all the names of the signatories to the Statement belong to experienced and authoritative grandmasters who have confirmed by their action that they are independent and will not reconcile themselves with the obvious discrimination of women-players.
Later, the idea of adding M. Nogovitsyna and V. Motrichko to the World Championship was publicly supported by A. Georgiev.
I have pointed out that the rules of J. Pawlicki for the 2017 World Championships are contrary to the rules of all other world championships, where, quite logically, the reserve places are given to the players with the highest ratings. Mr Georgiev was also indignant with the ignoring the ratings when allocating the reserve places.
Despite the fact that Jos Stokkel, an experienced auditor, and Alexander Presman, who knows the rules and regulations best of all, pointed out to Messrs Otten and Pawlicki their violations of the rules, they still had not admitted V. Motrichko and M. Nogovitsyna to the 2017 World Championship.
The protest was also declared by the Draughts Federation of Ukraine. The fact that the Draughts Federation of Russia was silent and did not support M. Nogovitsyna did not surprise me; I plan to comment on this later.
Thus, while V. Motrichko and M. Nogovitsyna made their way to top places in the rating through the hardest fight, by playing successfully against the strongest men-grandmasters, the men from the FMJD leadership launched their intrigues against the strongest women-players, by doing this with their inherent set of rudeness and insults.
The answer of G. Otten to the Statement needs no comment. His 40-year-long absence in the sport of draughts and his incompetence are striking. I have an impression that he responds to a letter from kindergarten children. J. Pawlicki, while not responding to the merits of the Statement, referred to the interaction with the Players' Committee.
Who is represented by the Players' Committee and whose interests does it defend?
This will be the topic of the following part.

Statement
We learned that the Chinese participant refused to participate in WC 2017. You have included on her position the representative of Latvia Z. Magone with a rating of 2018 -74th place among women who did not play in the European Qualifying championships. We mean, she has absolutely no sport grounds for admitting to WC 2017. She never claimed this place.
At the same time, once again, you have not included International GrandmasterVictoria Motrichko, who has the highest current rating of 2238 after the tournament in Poland, and the best results this year.
Your references to the rules that are contradictory and unfair cannot be decisive circumstances because they do not conform sporting principles. The case with Z.Magone shows that these rules not only ignore sporting results but also have lack common sense. In such case, you are obliged to suspend them.
Annex 12 allows you to include players with high ratings in the backup list.
(You also had to suspend l the formation of the reserve list of WC 2017 among men against the common sense and principles of sport)
Including Z.Magone instead of Motrichko you're dragging players into conflict, including draughts sport. World Championships are held to identify the world's strongest player, and this is the main goal.
We insist on including to WC 2017 the number one player in the current world ranking Victoria Motrichko.
Any other actions will be considered discriminatory against B. Motrichko and, consequently, as a violation of the Charter of the FMJD, prohibiting discrimination against women.
We also ask the organizers of WC 2017 to do everything possible to ensure that such discrimination against one of the world's strongest players will not come true.
